Hello!
Thx for your nice guide guys! :)
Im thinking of going oppressor spellstorm for nasty cold spells, party buff and better control. He is actually my pnp white dragon sorcerer inspired, so I lean towards CHA along with INT
Build aim is also reduced encounter cooldown esp for icy terrain.
Attaching my planned feats.
Im trying to balance durability, damage and control effects as Im mainly soloing atm.
Heroic feats give us damage increase esp against chilled targets, HP, crit chance and reduced encounter cooldown. Slight (!) AP gain bonus.
Oppressor gives us, bitter cold (damage bonus for me vs chilled), icy veins (aggressive cold stack placement near me and frigid winds (10% damage for everyone vs frozen). Had to "waste" 5 points on severe reaction to get further as I dislike the 2nd tier powers, but at least it gives us some bonus stamina to teleport. Alacrity gives us reduced cooldowns for icy terrain and EF (anyone know how big the "chance" is??) and then ofc the nice capstone with extra stun effects some damage and longer chills.

I aim for spell twisting in the thaum tree to reduce encounter cooldown further and pick up some damage increase on the way.

Atm I use chilling presence and orb of implosion , but might switch orb to see if the increased durations make a difference, when I get storm spell/ eye of the storm?

At wills
Chilling cloud and ray of frost
Encounters:
Conduit of ice (tabbed)
Icy terrain
Entangling force when soloing
Steal time (just got this not much experience yet)

I have icy rays (not tried yet), chill strike (used alot early on) and shield as well and will try disintegrate too for bosses etc (quick recharge->more icy veins chill!)

Daily
Oppressive force and Ice knife

Does my planning make any sense? :)
Input appreciated as I play without using real cash (wife would kill me if I spend cash at more games! wink )hence no respecc :/

Sounds good so far. Ill have to check the feats you talked about in a moment. However if you want your spells to have majorly reduced cooldowns you should look into the Thaumaturge tree for Spelltwisting. It is the 3rd feat in line so you could still be full Opressor and partly Thaum. The feat can reduce your cooldowns by 30%. (I see now I checked the PDF, this is what you did. Cool!)

Icy terrain already has a really short cooldown though, so if you are looking just for a cooldown for that one spell, I discourage you from focussing on such feats and just get a tiny bit more of recovery. My Icy terrain is endless, I only have 1 point in Fight On (heroic feats) and no other cooldown enhancement feats at all, but nearly 4k recovery. Even without fight on and a lot of recov I think the cooldown is really short or easily made non existent.

Keeping this in mind, you would lose your cooldown benefits on this particular power, as it would already be ready before you even benefit from Spelltwisting (or full potential of Fight On). The Disintegrate power has a really short cooldown as well, I heard Elgamort say (who has Spelltwisting) that its instantly usable again. So that one would lose its benefits from these enhancements too. Other spells have quite long cooldowns, so they can definitely be shortened if you like that sort of thing. Which leaves 3 till 2 encounter powers, depending on your set up. I would personally only use Disintegrate in single target boss fights and PvP.

heroic feats.
I see you maxed fight on, together with Spelltwisting that will make your max cooldown reduced 40%. Im not sure if that is overkill or not. I think you should test this on the test server, see if you notice the 10% you had to spent 5 points on. If not, I would spent those 5 precious points somewhere else, perhaps on Focussed Wizardry or Controlling Action.

Opressor tree
I wouldn't pick Severe Reaction. As it only does some repelling and stamina regen with just a chance of 15%... That is useless for PvE (and will annoy your party when you push mobs away unwillingly). If you plan on PvPing this could be useful, but I think as a Opressor wizard you already have so much control you will not need this. Besides 15% is still low in my opinion. Instead I would pick Chilling Control, Sudden Storm is a great PvE AoE spell smile not so much for PvP though.

I wouldn't pick Alacrity, since you already have Spellcasting which will proc a lot (and Fight on). Besides this feat says chance, what chance? how much? That is never a good sign. Instead I would pick Cold Infusion or Controlled Momentum for party buff or debuff.

Everything else seems fine ^^

Powers
I recommend taking Icy Rays, it's a good single target encounter. As for Class features you should look into Chilling Presence, since you are focusing on applying chill stacks, this will enhance your damage even more. Then Storm Spell, Eye of the Storm for more damage or optimal critting. Or Orb if you really want that extra control duration. But honestly Icy Veins is so powerful, you already control the shit out of everything without it xD

On severe reaction, I have actually come to like this one. It pushes just far enough to be out of small mobs reach, while still having them in range of icy veins. This is very useful at least when soloing. It doesnt push far enough to make mobs miss my AOEs either.
Agreed the effect is still small and too infrequent to be counted on, but not all bad at least! ;)
I have to pick something to advance the feat line and other options are not exactly splendid either wink

I respecced a bit last night. Alacrity had to go now that I have spelltwisting and better recovery. Since I find myself using ray of frost quite a bit against bosses/dragons I moved the feat points into glacial movement for extra cold stack aswell as the option for better orb of imposition if I need more control (otherwise using chilling precence and storm spell for damage. I also maxed my crit chance now with the heroic feats aswell as maxed cha.
All in all I think the change will give me better damage w-o sacrificing much control.
