Race ;
Best race for an offtank GWF would be a Human due to the extra 3 points in the heroic feats, which allows flexibility. Ability score allocation should be on Con / Dex. My starting roll was 16 STR 15 Con 15 Dex . +1 to Con / Dex every 10 levels.
Companion ;
Ioun Stone of Allure, slotted with two Empowered Runestones in the offensive slots and an Eldritch runestone in the defensive slot. Accessories is based personal choice.
Build Focus ;
My build does not focus on high crits but high survivability and sustainable damage. Stacking power is much easier as there are 3 stats that will give power. They would be Defence (20% converted as Power), as well as Armor Penetration and Recovery (25% converted as Power).
Gears ;
Building an offtank GWF does not require high end gears or full sets. The common used BiS set, Avatar of War does not help with how the build works. I chose to use 2 parts Valiant Warlord and 2 parts of either the Valiant Duelist set or Titan.
Valiant Duelist / Titan parts should be used only until Black ice gears (Helm / Boots) can be crafted. Getting the Purified Black Ice helm and boots will grant high survivability due to the set pieces having high defence, deflect and regeneration.
Weapon set - Ancient Castle Greatsword / Knot.
This would be your main weapon set until you get your hands on the artifact weapon set. The artifact mainhand with the Sure Strike bonus is preferred.
Accessories - This is based on your personal preference. Use the accessories that has stats you're lacking. If you're looking for an artifact belt to get, personally, I'll go with the Lathander belt. At legendary (Orange) rank, the +2 Con / Dex is too good to let go.

Waters of Elah'zad - Defence / Recovery / Regeneration

Encounter - Come And Get It / Daring Shout / Indomitable Battle Strike
At-will - Sure strike / Weapon Master Strike
