My Personal Build on the Master of Flame



Focused Wizardry In-Depth

A 30% increase in your single target powers is definitely a huge boost. Also, Wizard's Wrath helps to mitigate the damage loss by 6%, so you only lose up to 4% AoE damage. As a Master of Flame, you would generally keep your Rimefire Smolder active. Your Smolder DoT will deal more the damage than that 4% AoE damage loss.

Frozen Power Transfer In-Depth

Not only does this Feat benefit you when you use Chilling Cloud, this Feat serves a Personal Buff. It gives you 5% more damage for every target hit by Chilling Cloud's third strike, with a maximum stack of 3. At maximum potential, giving you up to 15% damage bonus. This bonus applies to all your powers. (Critically proven with in-game logging, you may want to try it out yourself to test the damage.)
FPT stacks refreshes with every third strike, so it is recommended to stick at the highest available stack and use your other powers before refreshing it. It has a duration of 20 seconds which is relatively long enough to be useful.

Frozen Power Transfer has been overlooked on builds that focuses on Magic Missile as their Primary At-Will because in most cases, you will rarely use your Secondary At-Will. This pretty much sums up a good Secondary At-Will that keeps up with its use. However, you could still use Ray of Frost (for AP Gain) to your liking. Refrain from using Scorching Burst because Critical Conflagration usually gets everyone smoldered.

Class Feature

Critical Conflagration provides your Critical Severity and Smolder Procs on Crits. (This is better than a Lesser Vorpal Enchantment.)

Swath of Destruction increases your Smolder DoT and gives a slight mitigation debuff. (This is almost the same as having a Lesser Plague Fire Enchantment.)

These are some of the general loadouts that I mainly use.

General Loadout
At-Wills : Magic Missile & Chilling Cloud
Encounters: Conduit of Ice, Fanning the Flame, Icy Terrain, Shard of the Avalanche
Daily Power: Ice Knife & Furious Immolation*

Single-Target/PvP
At-Wills: Magic Missile & Ray of Frost
Encounters: Icy Rays, Fanning the Flame, Entangling Force, Chill Strike
Daily Power: Ice Knife & Oppressive Force

AoE/Crowd Control Loadout
At-Wills: Chilling Cloud & Ray of Frost
Encounters: Conduit of Ice, Icy Terrain, Steal Time, Shard of the Avalanche
Daily Power: Oppressive Force & Furious Immolation*

Dungeon Bosses (Situational)
At-Wills: Magic Missile & Chilling Cloud
Encounters: Conduit of Ice, Fanning the Flame, Icy Terrain^, Steal Time^, Shard of the Avalanche^
Daily Power: Ice Knife & Arcane Singularity

^Dungeon Bosses are situational, in some cases, you may be able to kill your adds faster, some cases, you are forced to controlling them. Either way, you can still make-do and gather the adds near the Boss to maximize Fanning the Flame.
*If you are not comfortable in using Furious Immolation, you could use Arcane Singularity or Oppressive Force. Though I personally recommend using Furious Immolation because it usually gets the job done.
